What Jesta Group's $500M Toronto Condo Buy Means for Ontario Investors

When institutional capital moves in bulk into a distressed market, it tells you something. Montreal-based Jesta Group announced on May 12, 2026 that it plans to acquire more than 1,000 condo units in Toronto over the next 12 months — a $500 million program — starting with a $30 million bulk purchase near Toronto Metropolitan University.

The units were acquired at a discount to original pricing. Jesta's plan is to hold them as long-term rentals, service the debt with rental income, and sell when the market recovers. They expect a full exit within five years.

This is not a speculative bet. It is a thesis.

Why Institutional Investors Are Moving Now

Toronto's condo market is in rare territory. Condo sales hit a 35-year low in Q1 2026. A record 4,295 newly completed units sat unsold as of March 2026 — more than double the unsold inventory from a year prior, and five times the level seen in 2024. Zero new condo projects launched in the GTHA for the first time in decades.

Developers are sitting on completed inventory with no buyers. Construction costs, borrowing rates, and weakening investor demand created a perfect storm. For a firm with capital and patience, this is exactly the environment to enter.

Jesta's senior managing director Anthony O'Brien described Toronto's conditions as a unique window to deploy capital at scale. The firm is targeting high-quality buildings from established developers, minimum 30 units per transaction, no shoebox units, buildings completed in the past year or delivering within 12 months. They expect to spend under $500,000 per unit on average, focusing on studios and one-bedrooms.

They are not alone. The $1.3 billion government-backed High Art Capital also recently formed to acquire 2,200 condo units and convert them to rentals, some at affordable rates. Institutional money is moving into the same thesis from multiple directions.

The HST Rebate Changes the Math for Investors Too

Ontario's 2026 HST rebate — available on agreements of purchase and sale signed between April 1, 2026 and March 31, 2027 — removes up to 13% HST on qualifying new construction. For purchases under $1 million, the full rebate applies. For properties between $1 million and $1.5 million, the rebate is capped at $130,000.

Critically, the rebate extends to new residential rental properties through the New Residential Rental Property Rebate (NRRPR). Investors purchasing qualifying new builds as long-term rentals can recover up to $80,000 in provincial HST relief. Short-term rentals and Airbnb do not qualify.

On a $700,000 new condo, 13% HST adds $91,000 to the purchase cost. The rebate eliminates that. This changes the entry price calculation meaningfully for individual investors who move before March 31, 2027.

What Individual Investors Should Take From This

Institutional money does not predict timing perfectly. Jesta may be early. The condo market may correct further before recovering. But several signals point in the same direction: prices are at multi-year lows, new supply entering the market will slow dramatically as developers pull back from pre-construction, and the HST rebate window is time-limited.

Individual investors operating in Ontario's real estate market — particularly those with capital available and a five-year horizon — are looking at a set of conditions that do not appear often.

The Waterloo Region offers a parallel opportunity at a lower price point. For the full framework, see my 2026 guide to investing in Ontario real estate. Condos averaged $426,833 in April 2026, down 9.8% year-over-year. Rental demand remains stable, anchored by the University of Waterloo, Wilfrid Laurier University, and a growing tech employment base. Entry costs are lower, competition is reduced, and long-term fundamentals remain intact.
